The author gets right to the point of the report in a single, concise sentence. The curt statement begs for a fuller explanation, which is found in the remainder of the report.

From Michael's report on computers:

Many parts make up the computer.The video card translates instruction into a computer. An expansion card lets you add a new feature on a computer. The computer also holds a sound card which determines the quality of sound produced.
